December 8, 2014 Board Meeting Minutes

Meeting was called to order at 6:30 pm.

Present were Dave Zeemont, President; Steve Bailey, Secretary; Bob Crowley, Treasurer; Larry Felhauer and Dave Wright, Directors at Large.

Also present were William Webber, Design Control Chair; Carrie Gaddy, Landscaping Chair; Rich Purcella, Lee Peters, Lou Martinez, Tom and Jeanine Springer, Greg and Kathy Switzer, Rex and Betty Ball, and Kelly Dickson.

The Board wanted to address a possible misunderstanding regarding building plan acceptance from the Board and for new owners/builders. Steve Bailey distributed several excerpts from the CC&Rs that pertained to “final acceptance” and what mechanisms had to be followed before final acceptance was granted. Steve also presented excerpts of the CC&Rs that stated that a primary duty of the Board was to protect the views and privacy of residents. The owner/builder then presented his view that he thought he had received approval for his design and that is why he was proceeding. The Design Control Chair stated that, although he had given tacit approval of building plans, he still needed several more parts, including a site plan, before final approval could be given. Several neighbors made statements regarding how the new building, as proposed, would impinge on their views and privacy.

Having no official business to address on the matter, The Board of Directors unanimously approved tabling the issue until such time that the owner/builder presented new site plans that would conform to the CC&Rs or that would require a variance. The Board will issue a ruling at that time.

The minutes of the previous meeting were approved.

Treasurer’s Report was presented (attached) and approved.

It was announced that the Annual General Membership Meeting will be held Wednesday, January 28, 2015 at 6 pm at the Country Club.

The Board discussed a proposed Budget for 2015 that had been presented by Bob Crowley, Treasurer. A few minor tweaks were made and the final, revised proposed budget for 2015 will be sent to residents separately from the minutes.

Nominations Committee reported that there will be two positions up for election in 2015 (Secretary and Director at Large.) Steve Bailey has agreed to run for Secretary and Dave Wright has agreed to run for the Director at Large position. Nominations can be made any time prior to election night via email (to this address) or can be taken from the floor during the meeting.

The Design Control Committee reported no new business was in front of them at this time.

Gates Committee reported that all is working fine at this time.

The Board approved opening the gates during the open art studio tour in February (Feb 14th 10 am until 4 pm and Feb. 15th noon until 4 pm.) The Studio tour is sponsored by Las Cruces Art Forms in conjunction with Love of Art Month during the month of February. Several Coronado Ridge resident/artists will be participating in the tour.

The Board covered a weed complaint and another lighting complaint. Letters will be sent asking for compliance as the first step in enforcement. It was reported that one letter regarding offensive lighting has so far been ignored. Steps will be taken to enforce the non-compliance. It was noted that another resident with lighting compliance issues has cooperated fully and that one has been dropped.

Regarding the Annual General Membership Meeting, any resident who wishes to place an item on the agenda, or any proposal that would require a vote, must submit that item prior to December 28, 2014 so that proper notice can be sent to all residents. (Must be received no later than December 27th.)

With no further business, the meeting was adjourned at 8:35 pm. The next Board meeting will be held Monday, January 12, 2015, at 6:30 pm at 1236 Regency Court.
