September 8, 2014 Board Meeting Minutes
Meeting called to order at 6:30 pm.
Present were Dave Zeemont, President; Steve Bailey, Secretary; Bob Crowley, Treasurer, Larry Felhauer and Dave Wright, Directors at Large. Also present were Carrie Gaddy, Landscaping Chair, Alan Shawala, and guest Heber Rhoton, Landscaper.
Carrie Gaddy, Landscaping Chair, asked Heber Rhoton to attend the Board meeting so that the Board members could talk to him and get it straight exactly what we expect of him. The message was that if he didn’t improve, we may look elsewhere. Carrie presented the contract with a landscaper for the Board’s approval, which was given. Heber will sign this contract and be held to it. One point the Board wanted to make clear was that he must manage the property, not just do something when we feel it is needed. This means he is to take the initiative and know when things need to be done. He agreed to do that. Carrie stated that we had replaced about 3 dozen lantana and cherry sage throughout the community.
Minutes from the previous meeting were approved.
The Board discussed a neighbor’s complaint/suggestion that dog runs should not be allowed in CR. Apparently she hears a dog in the neighborhood and, although she cannot see it, she believes the dog is left outside in the dog run all day while the owner is at work. The dog then barks a lot during the day. The Board decided to refer the matter to the CC&R Committee to determine if a new rule is needed.
As a reminder to residents, the CC&Rs do state that barking dogs shall not be allowed to bark to the extent that the average person would be bothered. The Board of Directors is named to be the final judge as to whether a barking dog is bothersome. Remember that if you have a barking dog in the neighborhood that barks constantly or is bothersome, you may either talk to the neighbor about it, call the County Animal Control, or file a complaint with the Board.
A discussion was held on the long standing problem with the lights at the CR sign and the gates. Alan Shawala and Bob Crowley volunteered to look at the electrical components of the lighting system and either repair or replace the items that need it. It was mentioned that they need to check the transformer for the low voltage lights to make sure it is not too strong for the load, which would make them burn out prematurely.
Bob Crowley presented the Treasurer’s Report (see attached.)
Bob also reported from the Drainage Control Committee that everything appeared to be working correctly at this time. Progress is being made on helping some residents to improve the runoff on their properties.
Dave Wright reported for the Gates Committee that he had sold a couple gate openers and that the movie company that was filmed here, Captain Fantastic, had donated a check for $250 for our trouble and cooperation.
The Board affirmed the approval of a variance for a new construction on top of the hill. The builder wanted to raise the height over the entry way and some of the house to 2 feet above our limit. They compromised by offering to lower the lot by 18 inches, which would only make the height increase 6 inches. The Board made it clear that all variance requests are considered on a case by case scenario.
The next meeting of the Board will be Monday, October 13th at 6:30 pm at 1236 Regency Court.
