April 7, 2014 Board Meeting Minutes

Meeting was called to order at 6:30 pm.

Present were Dave Zeemont, President; Steve Bailey, Secretary; Bob Crowley, Treasurer; Larry Felhauer and Dave Wright, Directors at Large. Also present were William Webber, Design Control Chair; Carrie Gaddy, Landscaping Chair; Maxine Webber and Kelly Dickson.

Kelly explained the situation existing at Lot 110. Way back in 2006, too much dirt was apparently removed (by the Association) from the ponding area facing Idyll Court. Although we had offered to repair the damage then, the then current owner refused our offer and decided to sue us for all kinds of damages his property had sustained beyond what the Association had allegedly done. With the lawsuit pending, we decided not to enter his property at all. He lost the law suit. Now a new owner has purchased the lot and has asked if we can do something about it. Steve Bailey remarked that since we had already agreed to replace the dirt, etc., we were morally obligated to do it now. The Board agreed. Kelly stated that it would take over 50 truckloads of dirt plus the accompanying grading etc. The Board voted to approve up to $5,000 in order to return the ponding area to its designed level. Kelly will do most of the work and will supervise the remainder of work.

Minutes from the previous meeting were approved.

The Treasurer’s Report (see attached) was presented by Bob Crowley, Treasurer. The report was approved by the Board.

Dave Wright, Gates Chair, reported that all was working well and he had tested the SOS system. He stated that a maintenance checklist had been initiated by the new company doing gate maintenance. The Board voted to authorize Dave Wright and Larry Felhauer to speak for the Board in dealing with the maintenance company. As agreed upon, the company will not deal with any other person regarding repairs or maintenance. If you notice anything wrong, please contact either Dave or Larry.

One important change was noted: we have initiated a “wind emergency” policy for the gates. When winds kick up strongly, the gates will be left open until the emergency is over. This will protect the gate mechanisms from serious strain trying to open or close against the strong wind. If you notice the winds picking up and the gates are struggling, please notify either Dave Wright or Larry Felhauer.

Bob Crowley, Erosion Control Chair, announced that the flume repair work on Lot 91 had been completed. Kelly Dickson did his usual magic in re-working the flume opening to allow water to collect in the flume and into the pipe and ponding area hidden behind the hill on Lot 91. This will take a lot of the water off the streets and put it in the ponds where it belongs. Thank you Kelly for another job well done.

It was reported that the lights at the CR sign and gates might need replacing soon. Lights are constantly going out and the electrical wires need repair/replacement. The photo sensors also burn out. The cost will be minimal and the project will be looked at and a report made back to the Board.

There was a complaint about the condition of the landscaping around a vacant house. The out of town owner may not be aware that weeds need to be removed and old debris is piled up in sight of the road. Steve Bailey will attempt to notify the homeowner.

A neighbor suggested that residents consider putting easy to read street numbers at the entrance to their properties. She attempted to deliver some mis-directed mail and had trouble finding some addresses. Although not a requirement of the Board, a well situated street number sign, preferably lighted, would benefit all, especially if there is an emergency and the police/fire/ambulance needed to find an address.

The next meeting will be held Monday, May 12, 2014, at 6:30 pm at 1236 Regency Court. Without any further business, the meeting was adjourned.
