March 10, 2014 Board Meeting Minutes

Meeting was called to order at 6:37 pm.

Present were Dave Zeemont, President; Steve Bailey, Secretary; Bob Crowley, Treasurer; Larry Felhauer and Dave Wright, Directors at Large. Also present were William Webber, Design Control Chair, and Maxine Webber.

Minutes of the previous meeting were approved.

Bob Crowley, Treasurer, presented the Treasurer’s report (see attached.) Items out of the ordinary included a one-time upgrade fee for the community web site. Also, the water bills for islands and gates were messed up by the new water company and Bob expressed frustration in trying to get them straightened out. Dave Zeemont, who is the Picacho Hills representative to the water company Board, said he would try to straighten things out.

Bob also reported on the Drainage Committee’s work — the drainage pond near Lot 76 has been repaired and work is progressing on the stopped up pipe from Constitution Road to the drainage pond near Lots 90 and 91.

A discussion was held regarding some properties having high water pressures. The water company has not done anything to the pressure regulators; however, they have installed new meters at all of the properties. The original meters were cheap and the new ones may be more efficient in allowing water to pass through. The only alternative the Board could think of is to install pressure reducing valves if your property is having high pressure problems. Contact the Board for assistance in installing the valves to save a little money. Many residents, especially by the Anthem Gate, have already done so.

Dave Wright, Gates Chair, presented the Gates report. SOS system and other systems are working fine. Dave brought up for discussion a proposal to sign a maintenance agreement with another company to make scheduled checks and maintenance/repairs on the gates. This would help avoid costly repairs from waiting until something breaks and then fixing it. There were some questions with the proposed contract and a motion was passed to have Dave clarify a couple points and report back to the Board via email.

With the spring weather, reminded us that it is time to think about weeds. Now is the perfect time to get a handle on the weed problem instead of waiting until they are a major problem again. Pre-emergent works well this time of year to prevent seeds from growing into weeds. Also, for those weeds already growing either hand pulling or poison spray will do wonders in controlling weeds. Think about your neighbors and everyone’s property values as well as just the plain aesthetics and control those weeds!

While we are talking about warmer weather, now is a good time to consider your outdoor lights. The CC&Rs require that outdoor lighting not be obtrusive. Because night time views of the city lights are an important factor in living in Coronado Ridge, think about what your lights are doing to your neighbors. Lights on the west side (up hill) are the main concern. Make sure your lights are not shining in the eyes of neighbors who want to enjoy the view. If you can see the light bulbs, then the lights are not the proper lights. Visible light bulbs make it look like a car or train heading for your neighbors’ eyes. Porch lights are the usual culprits. For safety, there is no problem having your lights on when someone is coming or going. All other times, the lights should either be turned off or replaced with down lights. At the very least, shades on the light bulbs should be used.

There was a question about the airplanes flying over Coronado Ridge. Some people may not be aware that the US Navy from Corpus Christi, Texas, uses the Las Cruces airport during the winter months for flight training. The “buzz bombers” you hear are the training planes they use. These are our future Navy pilots and, quite frankly, there is not much to be done about them. One neighbor commented that they were “foreign” pilots being trained here. Not true. There are some foreign pilots being trained at Holloman Air Force Base on the other side of the Organ Mountains. The “local” planes should be going back to Corpus Christi very soon, if not already gone.

Carrie Gaddy, Landscaping Chair, submitted a letter as her report. The Anthem Road area has been substantially finished, with some rocks to be added around the mailboxes soon. Work will soon begin on the second island in from the Anthem gate and, as money is available, more islands will be spruced up.

William Webber, Design Control Chair, mentioned that plans for the new house on Lot 124 have been submitted and approved. Work has already started on the landscaping project. A complaint that the builder had driven some machinery on the adjourning lot was looked into. No damage was done and the matter has been settled between owners. On a different lot/house, a variance request to permit a 10x12 child’s playhouse being placed on the property has been denied.

The next meeting will be held Monday, April 14, 2014 at 1236 Regency Court. With no further business, the meeting was adjourned.
