September 09, 2013 Board Meeting Minutes

Meeting was called to order at 6:30 pm.

Present were Dave Zeemont, President; Steve Bailey, Secretary; Bob Crowley, Treasurer, Larry Felhauer and Dave Wright, Directors at Large. Also present were William Webber, Design control Chair; Maxine Webber and John Neary.

There was a discussion regarding coyotes and household pets, namely cats. A request had been made for advice in controlling them. It was determined that shooting them was not only against CRNA rules, it would violate county, state and federal laws (because of the nearness to the airport.) Hunting them (trapping) is also against the CRNA regulations and may violate local ordinances. It was pointed out that the CC&Rs state that all pets (which includes cats) must be on a leash if they leave the property. Bottom line was: If you have cats, you must either take great care in keeping them inside or suffer the effects of nature. Remember, wildlife was here first.

Carrie Gaddy, Landscaping Chair, was unable to attend but gave a report that work would begin soon on the Barcelona Gate (work has mostly been completed since then.)

The proposed action on erosion control at the top of Constitution Road is awaiting final contact/approval from Picacho Mountain. (Since the meeting, contact was made, permission given, and work rocking the hillside has substantially progressed.)

Bob Crowley, Treasurer, presented the Treasurer’s Report (see attached.) Expenditures the past month have been normal and he stated that he has received a few more late payments with late fees. A very few non-payers remain and liens will be filed following one more attempt at contacting them. It should be noted that if a lien is placed on the property, it is the owner’s responsibility for both placement and release fees in addition to the assessment amount plus late fees.

Bob also stated that the Erosion Control Committee has sent out letters to offending lot/homeowners whose lot erosion is contributing to the sand/dirt runoff onto the roads. He has met with several and discussed plans for reducing the problem. He hopes to contact the remaining owners. Failure to take measures to stop the sand/dirt from entering the roads can result in fines. Continued inaction may result in the Board of Directors taking direct action on the offending property and billing the owner. It should be noted that if the Board has to take direct action, it will be far more expensive than if the property owner contracts to have it done. Bob is willing to work with any property owner who wishes to eliminate much of the erosion from their property. Bob states that, in most cases, the solutions are quite inexpensive. Dave Wright, Gates Chair, reported that the gates were working fine.

The next Board meeting will be held Monday, October 14th at 6:30 pm at 1236 Regency Court.

With no further business, the meeting was adjourned at 8 pm.
