March 11, 2013 Board Meeting Minutes

Meeting called to order at 6:28 pm.

Board members present were Dave Zeemont, Steve Bailey, Bob Crowley, Larry Felhauer, and Dave Wright.

Also present were William Webber, Design Control Chair; Carrie Gaddy, Landscaping Chair; Maxine Webber.

Minutes from the previous meeting were approved.

Bob Crowley, Treasurer, presented the Treasurer's report (see attached.) Bob stated that things looked in the negative because he has collected 27 checks already but they are not on the books yet. Nothing else out of the ordinary.

Bob noted, as Erosion Control Chair, that although it has rained, it was not enough to flow and test the erosion control measures we have taken.

Dave Wright, Gates Chair, reported that all gates were working. He mentioned that the key broke off in the little panel door that protects the mechanism. The key never did work well; turns out it was the wrong lock/key. It was replaced.

Carrie Gaddy, Landscaping Chair, reported that planting will begin soon now that the weather has warmed up. The landscaper is checking the water systems to make sure they made it through the winter.

William Webber, Design Control Chair, reported on two new properties. First, Lot 124 has proceeded to bring in fill dirt without knowledge or permission from the Design Control Committee. Dona Ana County, both engineering and flood control, is looking into the fact that the builder did not file any permits for bringing in dirt and changing the levels. They plan to red flag the project until this problem is resolved.

The Lot 98 builder had mentioned that he was ready to proceed; however, nothing has happened since he was told what steps were necessary to proceed. William also noted that the owner of the solar panels on the ground was still out of town.

Larry Felhauer alerted the Board to the fact that the Legislature is considering a couple of bills that will affect home owners associations. From the looks of it, the CRNA is already following most of the recommendations. Larry will keep a watch on the progress of the pending legislation.

Steve Bailey announced that the newly formed Rules Sub-Committee, which is charged with going over the CC&R rules for parking, weeds, etc, will have its first regular meeting on March 12th. Steve held an organizing meeting earlier, and Anna Leuenberger will Chair this new group. This group will eventually report their findings to the CC&R and Bylaws Committee.
