February 07, 2011 Board Meeting Minutes

Meeting was called to order at 6:30 pm.

Board Members present were Dave Zeemont, President; Steve Bailey, Secretary; Bob Crowley, Treasurer; Larry Felhauer and Kathy Mayer, Directors at Large.

Also present were Dave Wright, Gates Chair; William Webber, Design Control Chair; and Maxine Webber.

Minutes of the last Board Meeting were approved.

Minutes of the last General Membership Meeting in January were approved.

Bob Crowley, Treasurer, gave the Treasurer's Report (will have to send it in a later email.)  He has not sent out the billings for the annual and special assessments yet, but he is working on them.  The annual assessment will be $350 due March 31st and the special assessment total of $300 will be due by June 30th.  Early payments will be appreciated so work can continue in a timely manner.  Two property owners' assessments have been written off from last year due to bankruptcies.   The erosion control project near Lots 35, 36, and 37 (and others) is finished and paid for.

Dave Wright, Gates Chair, mentioned that the gates came through the bitter cold stretch with no problems.  He has done an SOS test, and they are working properly.   He announced that we are down to two remotes; however, 20 more have been back-ordered. This is the first time they had to be backordered.  Dave also stated that the Committee is in the process of getting additional bids for the road sealing project slated to begin sometime after it warms up.

William Webber, Design Control Chair, announced that an application had been made to build a gate at the end of the driveway on Lot 88.  The Board gave its approval and William will present it to his Committee.

Bob Crowley, as Erosion Control Chair, stated that work had begun on the large arroyo along Barcelona.  Kelly Dickson has used his stockpile of dirt to begin the process of building the flume steps up the arroyo.  They believe that only three flumes will be needed (5 flumes had been the estimate.)  More dirt is needed so Kelly is removing excess dirt from the top of Constitution Road (west side) for the Barcelona project and is sculpting the hillside in preparation for rocks to be spread later.

Steve Bailey presented a written report from the Landscaping Chair, Barbara Rose Farber, who was unable to attend.  As follows:  The two common areas (North Academy & Constitution and the first island just inside the Anthem gate) that were reported to have a broken water line due to last week's weather have now been repaired by MC Landscaping.  I would appreciate residents calling me — 526-1702 — or emailing me at [This email address is being protected from spambots. , remembering to note Coronado Ridge in the subject line, should anyone need to report a waterline or landscaping problem in all the COMMON areas.  I will immediately check these reports out myself, and when needed, contact Marco at MC Landscaping.

It was added by Board members that Marco has turned off the water at the CR sign and at the Anthem gate.  The Academy island has been turned off and all leaks are scheduled to be repaired as soon as weather permits.

Dave Zeemont, President, stated that residents should be prepared for a letter from the water company stating high levels of uranium detected in the water system (letters received this week.) Also, "No Trespassing" signs had been purchased for use on CR common areas (only) in keeping with the sheriff's department recommendation.  Kelly Dickson will be contacted concerning the advisability of embedding the signs in concrete at the bottom of the hole.

Larry Felhauer mentioned the idea of placing a pole with a solar light over the mailboxes to make it easier for mail pickup after dark.  He had purchased a couple of solar lights that had been placed at ground level.  The lights have been there unmolested for over a year; however, a couple days after he filed a complaint about the mail delivery person littering the area, the lights had been "mysteriously" kicked out and broken.  A pole would be out of the way, inexpensive, and out of reach.  Steve Bailey suggested that residents near the mailboxes should be contacted for their opinions on the light.  Larry will present a quote at the next meeting.

A discussion was held concerning an "absentee" homeowner who has not lived in their house for a couple years now and about the condition it is being kept.  Dust blowing from the bank onto neighbors is not something covered by the CC&Rs, so it is up to the neighbors to work out something with the owner.  If weeds become a problem, the Board can take steps to remedy that situation.

The next Board of Directors Meeting will be held on Monday, March 21st, at 6:30 pm at 1236 Regency Court.  All Board of Directors meetings are open to any lot- or home-owner in Coronado Ridge.
