January 10, 2011 Board of Directors Meeting Minutes
Meeting was called to order at 5 pm.
Board Members present were Dave Zeemont, President; Steve Bailey, Secretary, Bob Crowley, Treasurer; Larry Felhauer, Director At Large.
Also present were Dave Wright, Gates Chair; William Webber, Design Control Chair; Kathy Mayer, Welcoming Chair; and Maxine Webber.
Minutes from last meeting were approved.
Bob Crowley, Treasurer, gave the Treasurer's report (see attached.) Bob stated that only two properties had failed to pay the Annual and Special Assessments this year and that both properties were in foreclosure. He also announced that he had transferred $10,000 from the General Account to the Road Repair/Replacement Account. The Treasurer's Report was unanimously accepted.
Steve Bailey proposed the following: "All money collected or designated for road repairs/replacement shall only be used for approved road repairs or replacement. The Board of Directors may not change or use the money for any other items without a two thirds positive vote by those in attendance at a regular or special meeting for the General Membership. For clarity, this includes money that has been assigned to the roads, even though there may not be a special separate account set up for road repairs and/or replacement with the bank." The motion was unanimously passed.
William Webber, Design Control Chair, noted that preliminary building plans for Lot 20 had been approved by the Committee and the new owners were currently looking for a builder.
Dave Wright, Gates Chair, announced that the lights had been replaced at the Barcelona Ridge gate. The CR sign is scheduled for some minor electrical repairs. The SOS (emergency entry) system was tested and is working.
It was decided that, periodically, information concerning the gate opening procedures should be sent out. It seems that some residents do not realize how to give out special codes for workers, etc. without giving out their own personal code. Other information, such as party codes, will be sent out as well.
Kathy Mayer, Welcoming Chair, reported that she is having a little trouble meeting up with new people in the neighborhood. Finding someone home has been a problem, in some cases. or by replying to this email. She stated how the market turnover in lots and houses seems to be improving.
Steve Bailey was asked to confirm the date for the Annual General Membership Meeting — Wednesday, January 19th at 6 pm at the Country Club — with the Club. (It was confirmed)
Bob Crowley, Erosion Control Chair, announced that the major drainage control project near Lots 35-37 had been essentially finished. This project had been a major concern based on the damage that occurred in 2006 and the potential for damage to "domino" down to the other cul de sacs along the northern border with Picacho Mountain. He noted that for 2011, he wants to finish the Barcelona Ridge pond with some concrete work on the small arroyos and if time and money hold out, will work on the west Constitution Road area at the top of the hill.
It was brought up that we need to remind the landscaper to check the drip system following the recent cold weather, including checking on the timers.
Steve Bailey reported that Anna Leuenberger and Judith Miller had contacted the BLM and talked to the Assisstant District Manager about ATVs riding on BLM lands then cutting through Coronado Ridge Streets (at high rates of speed.) First his advice was to place "No Trespassing" signs at areas where they come into CR so that the police will have a stronger case against the ATVers. He stated that he is bringing in a couple agents to patrol the area and he hopes that after a few arrests, the problem should diminish as word spreads that the BLM is serious and will prosecute offenders who ride over BLM lands. It should also be noted that, according to New Mexico law, it is illegal to drive an ATV on any street within the state. The Board confirmed a telephone vote to approve placing a couple "No Trespassing" signs. Kelly Dickson, as a volunteer, has since graded some of the affected area to both reduce erosion problems and block access into CR to the ATVs (in this one area.) This is a temporary fix until the Erosion Control Committee can get to that project.
The next Board of Directors Meeting will be held Monday, February 7, 2011 at 6:30 pm.
