August 16, 2010 Board Meeting Minutes
Meeting was called to order at 6:30 pm.
Board Members present were Dave Zeemont, President; Steve Bailey, Secretary; Bob Crowley, Treasurer; and Larry Felhauer, Director at Large.
Also present were William Webber, Design Chair; Dave Wright, Gates Chair; Oscar Andrade and Walt Scheiderich.
Minutes of the previous meeting were unanimously approved.
Bob Crowley, Treasurer, presented the Treasurers report (attached.) Sixteen members have failed to pay their special assessments (due June 30, 2010) and they will all be contacted and given the chance to pay up, plus late fee, before liens are attached to their property.
Oscar Andrade was present to request a variance so that he can attach a cooling system to his garage, which is currently under construction. His two options were to attach them to the east wall (8 units) or four units on the roof. The wall units would not require a variance; however, they would be quite visible along the wall. Oscar has been working with Walt Scheiderich and others to ease the looks of that east facing wall. Oscar presented a couple plans which he had come up with, essentially making the wall look like part of the house with a wood-columned portico across it. It should be noted that this was offered at Oscar's expense and was not required by any Design Control issues. However, if cooling units were placed along this wall, even with some kind of visual baffle, it would look far more "industrial" and less like a home.
The two cooling units proposed for the roof are expensive models that are much quieter than the normal models and Oscar plans, at additional expense, to match the rubberized roofing material color to that of the two units. Furthermore, the units will be placed so that the louvers will be on a north-south orientation, making them virtually disappear when looking from the above lots. The units will not be visible from the street or north, south, or east neighbors.
After considerable discussion, it was put to the Board for a vote. Steve Bailey noted that, according to the CC&Rs, only the Design Committee could vote to approve or disapprove a variance. The Design Committee vote was two in favor and one opposed.\ After the meeting, Oscar worked out a plan that would disguise the wall mounted units so no one could see them. A variance was still needed; however, the intrusion on any neighbor will be virtually non-existant. Thank you, Oscar.
Barbara Rose Farber, Board Member and Landscaping Chair, was unable to attend the meeting and asked Steve Bailey to present her written report to the Board. Barbara Rose presented a bill for the monthly landscaping charges as well as some extra for replacing some dead plants at both gates and some rocks to dress up the area.
Barbara Rose asked neighbors for their opinions on the work Marco and MC Landscaping has been doing recently after her insisting on work improvements. Barbara Rose wanted to thank Drs. Dickerson and Cordova on the great job they had done landscaping the outside-the-wall area of their property. "It is my hope that other homeowners will follow their lead and have the street sides of their properties cleaned of weeds," Barbara Rose stated in her written report.
Dave Wright, Gates Chair, reported that both gates are working properly and he had checked the "whoop" function for emergency entry and the battery backups. It was noted that alarm companies (such as Eagle Security or Allied Security) could inform emergency dispatchers of your gate code when they summon emergency help. You would have to call your security company and give them your security gate code (don't forget the "#" sign.)
The kiosk at the Anthem gate has been repaired (paid for by a contractors insurance company) and bollards have been placed at both gates to help protect the kiosks in the future.
Oscar Andrade volunteered to look into finding someone who could sweep the streets when needed and could vacuum rocks that have been covered with wind blown dirt and dust. He will report back to the Board.
Bob Crowley, Erosion Control Chair, reported that, since help from either Picacho Mountain or the government's Conservation Corp hasn't gone anywhere, he would be making the plans to proceed on the water deterrent project along the northern border east of Sonnet Court. He said they were finalizing some plans for the project and would report back later.
Larry Felhauer reported that the Artists of Picacho Hills are planning to have their Art in the Garden tour Sunday, September 19th from noon until 4 pm. The event is free for all residents of Picacho Hills neighborhoods. Residents may obtain maps of the gardens on tour at the Country Club a bit before noon on the 19th. Artists who live in Picacho Hills will be offering their artwork for sale at each of the gardens. Three of the gardens will be in Coronado Ridge. It proves to be a very enjoyable and informative tour.
Dave Zeemont, President, reported that a zoning change request is being made for the land along Picacho Hills Drive and along Picacho Avenue (the farm land as we enter.) They are apparently asking that the zone be changed from farm land and residential, one acre lots, to commercial (along Picacho Ave.) and residential, 5,000 sq ft lots and some multi family.
Also, Dave reported on the final findings of the PRC concerning the Picacho Hills Utility Company (water) and its owner, Stephen Blanco. Essentially, they will be asking that the PHUC be placed in receivership and that certain fines will be levied against Mr. Blanco. Steve Bailey presented a report concerning the empowerment of residents to be better informed of any variance approved by the Design Committee and to receive a period of time in which they can question the variance or voice their concerns. Due to the late hour, a printed copy of Steve's proposal was handed out to Board Members and it will be acted upon at the next Board meeting.
