November 16, 2009 Board Meeting Minutes

Board of Directors Meeting\ November 16, 2009\ \ Meeting was called to order at 6:30 pm. Present were Dave Zeemont, President; Mary Rita Chapman, Treasurer; Steve Bailey, Secretary; Larry Felhauer and Barbara Rose Farber, Directors at Large.\ \ Also present were Special Guest Tommy Etterling, Picacho Mountain; Bob Crowley, Erosion Control Chair; Dave Wright, Gates Chair; and Lamar Harrison, Design Chair.\ \ Minutes from the October meeting were unanimously approved.\ \ Treasurer's report was unanimously approved.\ \ Guest Tommy Etterling presented his proposal of asking for an easement on CR property for a high pressure gas line that will eventually serve Picacho Mountain and other properties. Tommy asked for his easement near Tract B because that was the only place the gas line could be placed. Picacho Mountain will build a rock wall approximately 10 x 15 feet around the unit; we will be able to pick out the type of rocks and supervise the building. The height of the wall will prevent viewing of the unit from either roadway. The Landscaping Committee has agreed to oversee the project.\ \ The following motion was made and passed by the Board: "In consideration for issuing an easement for a high pressure gas line as spelled out in the accompanying letter, Picacho Mountain agrees to install erosion control measures on the west slope of Constitution Road and to issue a binding letter of intent to work with us in accepting water overflow from North Academy and Vintage Ct. ponds (lot 76 Pond P and lots 35,36,37 Pond O. Pressure regulator will have a rock wall surrounding it so there will be no view of the regulator from homes or the roadway (as permitted by the utility company.)" Time frame for accomplishing all of this will be approximately 6-8 months.\ \ One question was raised concerning the west slope of Constitution Road (along the top of the hill.) It was believed that, since Picacho Mountain already owned a portion of the hillside, they should repair it anyway. Tommy explained that originally Mr. Moscato infringed on PM property and dug out too deeply, which actually put the liability for repair on Coronado Ridge. This agreement will put an end to any discussion on who is responsible.\ \ Barbara Rose Farber, Landscaping Chair, presented a proposal from ML Landscaping to extend the landscaping contract with them for another year. Since the proposal was nearly the same as this year, the motion was passed unanimously. The Board also voted to accept the bid of Tri C&D to do the street sweeping for CR. The sweeping will be done in a professional manner with a vacuum/brush system. They will haul the debris away instead of just dumping it on the side of the road. The cost will be $375 per month. Any large amounts of silt (like after a major storm) will be removed by Skidsteer Services prior to sweeping.\ \ A considerable amount of time was spent trying to finalize the budget for 2010. Some fine tuning remains and will be ready by the December meeting. Two special assessment items were also discussed. It was determined that the Erosion Control Committee would need an amount equal to $170 per lot to accomplish its erosion control goals. Also, Larry Felhauer and Dave Wright proposed establishing a fund for the purpose of putting a sealer on the streets. They proposed that we start funding the proposal now so we would have enough money when we needed to treat the roads (in a couple years.) The roads could be done every five years with one third of the roads being done in any one year. To accomplish this goal, a proposal of $130 per lot would have to be collected. The erosion control proposal would be a one year only assessment, while the road coating proposal would run annually (it may have to be adjusted to account for inflation.) Both proposals will be presented at the January General Membership Meeting for consideration.\ \ Dave Wright, Gates Chair, reported that the SOS system is now working again on the Barcelona Gate. He is still working on the lighting problem at the Anthem gate.\ \ Dave Zeemont reminded everyone of the PHUC meeting on Tuesday the 17th. He also stated that he had filed a formal complaint (at the request of the PRC) concerning our water bill dispute. Dave will also check on availability of a room at the Country Club for the January meeting.\ \ Steve Bailey was asked to send out another letter by email reminding everyone about overnight parking on our streets (it is not allowed.) Also, it was approved to send out a letter to the offending lady who is depositing her doggie doo bags all over Coronado Ridge. It was learned that she actually lives in CR. I ask her, and all neighbors, to consider your neighbors when just leaving your dog's business around for others to endure.
