August 10, 2009 Board Meeting Minutes

Board of Directors Meeting\ August 10, 2009\ \ Meeting was called to order at 6:30 pm.\ \ Present were Dave Zeemont, President; Steve Bailey, Secretary; Mary Rita Chapman, Treasurer; Larry Felhauer and Barbara Rose Farber, Directors at Large. Also present were Walt Scheiderich, Chair of Mailbox Relocation Committee and Dave Wright, Gates Chair.\ \ Last month’s minutes were approved.\ \ Mary Rita Chapman presented the Treasurer’s report (attached.) Reported that $6,000 had previously been approved by the Board for stonework on Pond B drainage project but it has not been ordered yet due to Kelly Dickson stepping down as Chair. Dave Zeemont stated that he is looking into replacing Mr. Dickson.\ \ Currently there are five lots that have not paid the annual and special assessments yet (three owners.) A lien has already been filed on the one property, while the remainder will be filed this week. There are an additional seven lots who owe only the special assessment. It was voted and passed that another letter/personal contact will be made before liens are filed on each of these properties.\ \ Mary Rita stated that she is in the process of gathering the billings for erosion control in the event they are needed for legal proceedings.\ \ Board voted to accept the Treasurer’s Report.\ \ A representative of the Neighbor Watch program was scheduled to present at the meeting, but did not show.\ \ It was discussed that Kelly Dickson will be consulted regarding erosion control work needed on Pond A (along Anthem and connecting with Picacho Mountain property.) There appears to be some major erosion forming where water enters the pond.\ \ Walt Scheiderich, Chair Mailbox Relocation Committee, reported that he had contacted two different surveyors that would survey the area around Pond C for possible relocation of mailboxes. One wanted $1500 and the other $400. The Board approved spending up to $500 for the survey work. This would let us know how much room we actually have and what measures would be needed to improve the location for mailboxes.\ \ Dave Wright, Chair Gates Committee, reported that nothing new was happening with the gates. He stated that he had given out six clickers to new owners. Also, a red truck (probably a worker) has been reported entering the “out” side of the Barcelona Gate. In one occasion, the gate began closing and his vehicle got stuck until a homeowner came along an opened the gate. Further investigation will be done this week to assure where the truck is coming from and appropriate action will be taken.\ \ Landscaping Chair, Barbara Rose Farber, reported that she has further refined the list of residents who have an abundance of weeds growing on their lots. She will check and double check the list before any action will be taken by the Board. If you have a lot of weeds growing on your lot, it is suggested that you take care of them now instead of waiting for the Board to take action.\ \ Barbara Rose has taken some action with the maintenance crew to remove some of the worst dirt piles on the roads. Some of the lesser piles will be left until after the rainy season. Each lot will be charged for removing the dirt that has come from their property.\ \ Also, Picacho Hills Utility (water) has created several messes by cleaning out the fire hydrants and letting the water force wash dirt into the streets. PHUC will be billed for the cleanup expenses and a letter will be sent explaining what can be done in the future to avoid such messes. The area around the fire hydrant at the top of Constitution will have the dirt and weeds removed.\ \ Barbara Rose also asked all residents to remove the ugly black screens that were used while construction was being done. The screens are unsightly and do very little good, if any. For those working on erosion problems, there is a new screen that is “dirt colored” that will be less offensive. These are meant to be temporary.\ \ A reminder to all residents: It is against the CC&Rs for anyone to park a vehicle on the street overnight. There have been a couple violators parking cars repeatedly over night. Letters will be sent out to the offending residents before further action will be taken. So, if you don’t want to face further action by the Board, STOP PARKING IT IN THE STREET!\ \ The next Board of Directors Meeting will be held Monday, September 14, 2009 at 6:30 pm at Dave Zeemont’s house.
