Work Session April 20, 2009

Meeting was called to order at 6 pm. Board Members present were Dave Zeemont, President; Steve Bailey, Secretary; Mary Rita Chapman, Treasurer; and Larry Felhauer and Barbara Rose Farber, Directors at Large.

Also present were Dave Wright, Gates Chair; Greg Switzer, Kathy Switzer and invited guests Tommy Etterling and Stephen Blanco.

Tommy Etterling made a presentation on behalf of Picacho Mountain to ask permission to place a high pressure gas valve in Association land. This valve is required by the gas company and a portion of our land at Barcellona Ridge Road and just west of Anthem Road is the only logical place for this valve. The proposed location would be approximately next to the large electrical box on Barcellona Road where Association land (behind the Coronado Ridge sign) comes to a point with Lot 11. Picacho Mountain would be responsible for all costs of installation and upkeep of the valve, plus they would place a rock wall around both the new valve and the existing electrical box to block any view from the street. The owner of Lot 11 had no objections to placing the valve next to his property. In addition to the view blocking, Picacho Mountain would be willing to make a cash donation to Coronado Ridge. Dave Zeemont suggested that perhaps an “in kind” trade could be arranged, noting that we would need some help in relocation of the mailboxes sometime in the near future. Tommy stated that they would be willing to help with that. No final action was taken at this time; however, Tommy asked that we review the proposal and get back to him.

Before leaving, Tommy was asked about the status of the Barcellona Road extension. Although moving slower than had originally been stated, they have progressed some with the BLM and will include the CRNA in planning discussions when the actual road plan will be made.

The suggestion of helping move the mailboxes from their current dangerous position sparked some comments on the locations for relocation. It was decided to appoint a committee to look into all of the possible locations and report back to the Board. Steve Bailey was selected to Chair the Committee with Walt Scheiderich, David Wright, Barbara Rose Farber and Dave Zeemont volunteering to serve on the Committee. Stephen Blanco, President of Picacho Hills Utility Company (water) also made a presentation to the Board. Picacho Mountain has donated some land at the highest point of Picacho Mountain to be the site of a new 1.2 million gallon water tank. The tank material has already been purchased but the actual construction will have to wait until enough access fees are collected from Picacho Mountain. Mr. Blanco stated that Picacho Mountain receives its water from a separate well and water line and has nothing to do with Coronado Ridge. However, he plans to connect that water line to Coronado Ridge’s line at the top which will eliminate the need for the booster station that the CRNA is currently paying for. He warned that the connection costs may not be spread among all the water customers and may fall upon CR customers only. Blanco clarified that the location of the new water tank will be at the highest point on Picacho Mountain land and will not be at the top of and next to Coronado Ridge land, as was previously reported.

In response to our complaints, Mr. Blanco stated that his company will take over the maintenance of the booster station immediately; however, he hedged a bit on taking over the responsibility of the electrical bill for the station. He said he would have to work on that and get back to us. Something could be worked out. He and Dave Zeemont will hammer out a written agreement concerning the booster station.

He also stated that he would look into the disputed water charges that we have been haggling over the past few months where the utility claims we used over 170,000 gallons of water at the Barcellona gate over a period of 2 months. He will get back to us on that issue. The CRNA has paid the disputed amount in order to keep the water from being shut off.

When asked about the ability of the water company to supply all of our future needs, Mr. Blanco explained in depth about the unique quality of the water supply that runs right under Picacho Hills. In short, there should be plenty of water for present and future (growth) needs. He also stated that the effluent line from PHUC treatment area to the Rio Grande River was ready to proceed and should take about 90 days from the beginning of construction. CMC Construction Company will be doing the work. This line to the river was a requirement of the State.

Greg Switzer reported on the Anthem Gate replanting and restoration project. Because of the generous donation of time from several residents and the professional help of Marco and his MC Landscape crew,, the project was completed in just 4 ½ days instead of dragging out several weeks. The project included placing 24 tons of gravel, digging over 125 holes in the caliche, 10 tons of boulders were placed, and several miscellaneous items were painted. The drip system was redone and the new plants are mostly drought tolerant plants, so watering, after the initial watering to set the plants, should be minimal.

Marco, owner of MC Landscape, made no money from this project other than what he paid his workers. This, plus the volunteering of neighbors, saved about $10,000 had the project been bid out. The project costs were approximately $2,000 more than what was collected (which stands at about $3300 right now with more donations coming in). The Board voted to allocate $1,000 from the Landscape Improvement Budget and $900 from the Erosion Control Budget (to cover cost of the rocks) so that no one had to pay the overage. The entire Coronado Ridge Neighborhood Association will benefit from having a more attractive and sustainable Anthem Gate area. This will make a positive first impression on both residents and potential buyers, which, in turn, helps to increase our property values throughout the neighborhood. Great job! Greg and Kathy Switzer for spearheading this project and a thank you to all the neighbors who pitched in either physically or monetarily (or both). Perhaps someone will step forward to help boost the looks of the Barcellona Ridge Gate for the next year’s project? Any volunteers? This gate will not need any where near the work, but it does have a lot of missing plants, etc.

Dave Zeemont stated that he has not yet filed any formal complaints with the State concerning the issues of the water company because the informal complaint is currently being considered by the PRC. He also wants to see what Mr. Blanco does concerning our water bills and booster station to see if a new era of cooperation begins.

Dave Wright, Gates Chair, stated that the key locks on the gates have been installed that should keep misdirected hands from interfering with the operation of the gates. He did note that there might be a glitch in the system that caused the Barcellona Gate to remain open several times during the last week. He will be running checks on it to make sure they close correctly. Signs stating “Private Property” and “No Trespassing” will be installed on the gates within the next 10 days. These signs are required for us to be able to actually limit anyone’s entry into our neighborhood, whether or not the gates are open. Without the signs, we are powerless to tell solicitors, etc that they cannot come into our neighborhood.

Greg Switzer presented a petition to the Board containing approximately 75 signatures requesting that both gates be closed 24/7 except for special events. This is something the Board has been considering and was waiting on some details to be ironed out and feedback from the neighborhood. After some discussion, Larry Felhauer made the following motion:

“The motion is made that the CRNA Board, on or before April 25th (Saturday), notify the residents that, effective June 1st, the Board will act to close both access gates to the Coronado Ridge development. Said gates will remain closed at all times subject to the attached draft operating proposal as may be amended by majority vote of the CRNA Board. This will provide sufficient time for residents and others to acquire special codes as necessary and/or make appropriate notifications to non-residents affected by this action. Based on the attached petition, it is the consensus of the residents that the gates should be closed as originally advertised when the development was marketed. This action will enhance the privacy and security of the neighborhood and preserve property values originally established on the basis of Coronado Ridge being a gated community.”

The following guidelines were also introduced. These are used as a guide and may be added to by the Board if needed:

Coronado Ridge Gate Issues

Contractors: The resident / lot owner will contact the Gate Committee prior to beginning of construction to acquire a contractor code. This code for the specific property is to be provided to the general contractor/builder at the beginning of construction. This code would be cancelled upon completion of the construction.

UPS/FedEx: The Gate Committee will issue each company a specific code for their use.

Realtors: The resident/lot owner will contact the Gate Committee to obtain a realtor code prior to listing the property. This code, specific to the property, will be provided to the realtor when the property is listed and will be removed when the listed property is sold or taken off the market. If the owner changes realtors, the new realtor will be issued a new code for the property. For open houses, the realtor can list a cell phone number in the ad or on the signs with instructions to call for access. When called for access, the realtor will provide the caller with the gate code for the property.

Other Regular Services (e.g. pest control, pool cleaning): Each such service provider doing regular business in Coronado Ridge will be issued their own specific code upon request of the Gate Committee by a resident or by the business.

Emergency Services: The gates are equipped with a siren activated device which automatically opens the gates. In addition, an emergency access code has been provided to all emergency services for their exclusive use.

Specials (e.g. Showcase of Homes, Art in the Garden): For these events, the gates would be left open during the hours of operation at the discretion of the CRNA Board.

Meter Readers / Trash Collection / Newspaper Delivery: Same as other regular services.

It is the responsibility of the resident / lot owner to acquire special codes from the Gate Committee as needed and to maintain code security. This includes notifying the Gate Committee whenever a temporary code is no longer needed. Businesses issued a code are responsible for security of that code. Abuse will result in their code being cancelled and their being denied access to Coronado Ridge.

The motion was seconded and passed unanimously. Several items of information will be distributed to all lot owners/residents over the next few weeks to make conversion to the new rules easier. Mary Rita Chapman, Treasurer, submitted her report (attached). She stated that so far 103 residents have paid their 2009 assessments which leaves 24 unpaid. A late charge of $50 per lot, per quarter, will start very soon, so if you are one of the unpaid accounts, please do so now. Overnight parking on the street has become a problem lately. Several cars have been reported parked illegally overnight. Remember that the CC&Rs specifically prohibit over night parking on the main streets. Please remove your car(s) before they are towed.

Barbara Rose Farber, Landscaping Chair, presented signed contracts for the landscaping company and for the storm cleanup agreement. The Board noticed that clear language concerning the charges for clean up after a storm had not been added. The Board asked that the language be added before it could accept the agreement.
