Work Session March 9, 2009

Meeting was called to order at 6:30 pm. Board members present were Dave Zeemont, President; Mary Rita Chapman, Treasurer; Steve Bailey, Secretary; and Larry Felhauer and Barbara Rose Farber, Directors at Large.

Others present were Dave Wright, Gates Chair; Kathy Mayer, Webmaster; Kelly Dickson, Erosion Chair; Greg Switzer and Jill Marangoni.

Mary Rita Chapman gave the Treasurer’s report. Copy is attached. So far 58 members have paid their 2009 regular assessments (due by March 31^st^) and 44 have paid the special erosion assessment of $300 due by June 30^th^. A reminder that current assessments are due by the end of the month will be sent out.

The Audit Committee presented its report in the form of a signed letter. Committee members are Richard Corona, Robert Crowley, and Ronnie Wright. The review stated that “Our review consisted of balancing the checking and investment accounts as of December 31, 208, and review of selected entries and authorizations to the checking account. All records are maintained in an organized manner. No discrepancies were noted.” The Committee also made three recommendations that were approved by the Board. They were: Invoices for expenses related to various committees be reviewed by and signed off by applicable committee chairman prior to submission to the Treasurer for payment. They also recommended better number tracking of checks and that we should file Federal and State tax forms. We thank the Audit Committee for their work this year.

Mary Rita reported that approximately $1500 had been collected for the special Anthem Gate re-planting project. She will devise a list of donors and send out later. More donations are needed to complete the project. Donations can be handed to Mary Rita Chapman or mailed to : CRNA, PO Box 554, Fairacres, NM 88033. Please note on check that it is for the “Landscape Improvement.”

The Board approved payment of $9,000 for the construction of the flume on Pond B. Kelly Dickson, Erosion Chair, stated that he will be doing more dirt work on the area around Pond B. Generally, the remainder of the money will be used for rock work surrounding work that has already been done in the area. He stated that there were still some exposed manholes and minor work around some lots that needed to be done. Kelly is donating all of the dirt work to the Association. Again we thank Kelly for his hard work. Steve Bailey agreed to work on a list of projects garnered from the plat map with all the erosion projects written on it so it can be distributed to all members.

Barbara Rose Farber, Landscaping Chair, announced that she will be going to Mesilla Park to look at some desert ash and other tree possibilities for the Anthem Gate project. Greg Switzer and Dave Zeemont agreed to attend with her.

Barba Rose also brought up the issue of the insulting language written on the mail boxes “Vulture’s Row.” Clearly a reference to the people waiting for their mail while the mail carrier is slogging through his piles of mail, this reference must be protested. Steve Bailey agreed to write a letter from the Association to the Postmistress concerning the unfriendly remarks. It was also suggested that neighbors should call the Postmistress to complain. Her name is LaGretta at 521-4953.

Greg Switzer, spearhead of the Landscape Improvement project, announced that with over $1500 donated, it is time to begin calling volunteers to help with the plant removal/replacement part of the project. Emphasis will be on the immediate gate area at first. He noted that the re-tiling of the gate structure has been completed. The Board had previously allocated funds for that repair. It was reported that solicitors have been going through the neighborhood and, in some cases, intimidating residents. High pressure tactics and late evening knocking on the door have been reported. The first step required to legally limit these intruders is the posting of a “Private Property” and “No Solicitors” sign at each gate entrance. Doing this will allow us to legally enforce the ban on unwanted solicitors. Dave Wright, Gate Chair, will look into having the proper signage made. Meanwhile, a firm “No” will work to discourage them.

There was an active discussion on the subject of closing the gates for more hours. The Board was divided on the issue. While no one was opposed to closing the gates full time, the issue of how to regulate the openings for contractors working on houses continues. In the past, workers forced the gates open, damaging the gates. It cost about $1,000 for these repairs. (This was a few years ago.) Please let me know what your opinions on the gate closures are. (Just hit reply to this letter.) If anyone has some suggestions on how to handle the builders’ access please let us know. Until then, the Board has agreed to table the issue of permanent gate closure until the next General Membership meeting.

The Board gave approval for Dave Zeemont to file a formal complaint with the PRC concerning the water booster station. Previously, the complaint had been on the informal status. There is a $25 charge for the paperwork, but it is the only way our complaints will receive the notice it deserves.

Steve Blanco, of the Picacho Hills Utility Company (water), will be invited to our next Board meeting to discuss several issues concerning our residents. Steve Bailey will send the invitation. The next Board meeting will be held April 20, 2009 at 6:30 pm at Steve Bailey’s house at 8160 Constitution Road. Please note that this date is the third Monday of the month instead of the traditional second. Also, the address has been changed for this meeting.
