CRNA Work Session

December 9, 2008

Meeting was called to order at 6:30 pm. Board Members attending were Dave Zeemont, President; Mary Rita Chapman, Treasurer; Steve Bailey, Secretary; and Barbara Rose Farber, At Large. Also attending was Dave Wright, Chair of Gates and Roads.

Dave Wright reported that a small amount of graffiti that was sprayed on the Anthem Gate mysteriously disappeared. The water based paint either succumbed to the rain storm or some helpful neighbor did the work. We would like to thank whoever was responsible for cleaning up the paint.

Dave also reported that while on his bicycle route he counted just four houses under construction plus twenty three vacant lots. This is an unofficial count, but Dave is usually pretty accurate. Thanks, Dave.

Dave Zeemont and Rita Chapman reported that there were only two outstanding bills remaining for the special storm clean up from this summer. Everyone else has paid. The Board discussed whether to file a lien on property that has not paid. Currently, we decided to try to collect the bills before having to go to court.

The signed petitions concerning the water pumping shed that Picacho Hills Utility so far has refused to take responsibility for were handed to Dave Zeemont. He will use these in his negotiations with our assorted elected officials in his (CRNA) effort to shed ourselves of this financial responsibility.

Mary Rita Chapman volunteered to look into finding a location and time for our January General Membership Meeting. Most likely will be at the Country Club and will be held towards the end of January. We will keep everyone posted as soon as time and date are secured. Keep the evening of January 22, 2008 open. We will most likely have our Annual Meeting on that date at the Country Club. We will contact everyone in a few days with starting time, etc.

Steve Bailey reported that after researching the question, the new CC&R change regarding solar panels was legitimate and has taken place along with the other changes voted on in October. The state law is in place.

Steve Bailey, Bylaws Committee Chair, presented the results from the committee’s latest meeting. A detailed list of the recommendations for the January meeting will be sent out separately to members.

A proposal presented by a Board Member to add teeth to the enforcement of the CC&Rs and Bylaws was discussed at great length and it was decided to table the proposal to a future Board Meeting after some major changes are made and it has been run by our attorney. It will not be ready for our January meeting for a vote. Something of this magnitude should be studied well and would have to be carefully crafted.

A discussion was held on the signing of the new landscape agreement pertaining to street cleaning. It was the opinion of the Board that the clause stating that (not exact words) the landscaper would be responsible for cleaning the streets, including some storm damage, but allowing for additional monies for extra amounts of storm damage was too vague. It will be discussed further with the contractor. Currently, we are without a new contract and there have been no monies paid for street cleanup to him.

Dave Wright, speaking for his wife Ronnie, stated that she would like to step down as Chair of the Landscaping Committee. Barbara Rose Farber stated that she might be interested in the position.

No one had volunteered for the Nominating Committee this year, so Dave Wright volunteered to be the Chair. He will contact others to see if they want to help out. Currently we will have two positions open in January — Secretary and an At Large position. Steve Bailey, current Secretary, announced that he would be glad to run again, as did Barbara Rose Farber, current At Large Member, who was appointed to replace Roberta Watson in February. I had mistakenly mentioned in my last minutes that the Treasurer’s position would be open, but I was mistaken. It will only be the Secretary and one At Large positions.

Mary Rita brought up that we needed some members to serve on the Audit Committee for this year. This position was added at our last General Membership Meeting. Dave Wright and Dave Zeemont will look into volunteers.

Mary Rita Chapman, Treasurer, presented a proposed budget that will be voted on in January. A few changes were suggested and when made, I will send a copy to everyone.

It was reported that Kathy Mayer was close to finding a web sight host so we could get started with our own Coronado Ridge Neighborhood Association web sight. We are all looking forward to having a great place for news and discussions. Thank you Kathy. The Board approved $200 to get things started. Kathy has also been active in welcoming new members to our neighborhood with small gifts and information about the Association. Thanks again, Kathy.

A great big thank you also goes out to Mary Rita Chapman, Ronnie Wright, Anna Leuenberger, and Anita Reinhardt for organizing this year’s holiday party held at Brigid’s Cross Restaurant at the bottom of the hill. The food was quite good and the restaurant/bar was the perfect location for the party. Everyone had a wonderful time. A big thank you to Patrick and Jovanna Hanlon for hosting the event.

The Board will meet with Kelly Dickson, Erosion and Drainage Chair, to go over his proposed list of items we will need to do in the very near future. The current project at Pond C (Constitution and South Sonnet) is progressing nicely. The concrete flume is finished and Kelly has been working almost non-stop to get the dirt work just right. As I am writing this, some concrete workers are finishing up the small flume extension that comes from the road to just about where the tubes are running under the road. That area has eroded badly each time it rains, threatening the entire roadway. This should fix that problem. The entire erosion/drainage reserve has been spent for this project as well as other projects throughout this year (including major work at Pond B on Barcellona and the pond at Anthem and Barcellona.) Kelly will identify what projects need to be addressed next year and beyond. It is quite clear that a special assessment will have to be made by the members in order to pay for these projects. Unfortunately, they have to be done to protect our community from further damage or possible lawsuits. Kelly has volunteered countless hours doing the dirt work for many of these projects so far and has saved the Association tens of thousands of dollars. We want Kelly to know how much the Board, as well as all the Members, appreciate his hard work and dedication. Kelly and the Board will have a proposal for all members before the January meeting.
